Mount Rainier Arts Commission meeting 2/10/20


The Mount Rainier Arts Commission (MRAC) is meeting tonight at 7pm at City Hall to discuss the three finalists for the MRAC's first public art project - a mural on the 3300 block of Route 1. The meeting will also cover internal administration issues, the MRAC's future meeting schedule, and future partnerships with entities in the community.

How to (re)build downtown?

Smart Growth America just released an interesting new guidebook, (Re)Building Downtown: A Guidebook for Revitalization, "a resource for local elected officials who want to re-invigorate and strengthen neighborhood centers of economy, culture, and history through a smart growth approach to development."
I have a long-standing interest in figuring out how to revitalize small, primarily neighborhood-serving commercial areas. As a general rule, retail development lags residential development - but why do some communities turn around their commercial districts faster than others? What, if anything, can local officials and community members do to help?

Not standing for re-election


Citizens of Ward 2, and all of the city,

Today I am announcing that I do not intend to run for re-election in the May 2015 city council election. As you know, city council is a part-time position and the majority of us have other careers. I just accepted a new position as regional director at a national non-profit, so the timing is right to put my focus into that. 

Serving the citizens of Mount Rainier has been my privilege, and for that reason it is hard to step back. But I will continue to be an advocate for this city and its citizens. At this time of transition, we need to focus on the things that make Mount Rainier great - our diversity, our working class roots, our sense of community, and our shared vision of the future. We can and should look for new development that improves our tax base and brings in much needed retail and services, but we must not do so at the expense of this community's soul. I hope you will join me in being vocal about preserving our community's personality as well as it's character, because I know that together we can build an inclusive, more financially stable Mount Rainier. After four years I can tell you that the council doesn't hear from the community nearly enough.

I want to thank all of the people that do give their time, energy, and love to Mount Rainier, and in particular those who volunteer on city committees. You are not recognized enough for the work you do on behalf of this city. Thank you to the members of the Mixed Use Town Center Committee and the Green Team that I have been fortunate enough to work with over the last 4 years.

I am very proud of everything we have accomplished in the last 4 years:

Public safety improvements including pedestrian and bicycle improvements
•   Increased police enforcement at Route 1 bus stop aka "The Circle" 
•   Permanent barricade blocking high speed cut through traffic at Perry and 31st Streets 
•   Improved pedestrian facility on Eastern Ave at Bunker Hill Road through outreach to Council of DC
•   Bike infrastructure master plan
•   Installation of new bike racks throughout the downtown area
•   Work with ATHA to improve bike infrastructure throughout the Route 1 corridor and promote bike tourism for our businesses

Sustainability initiatives to save the city money and go green
•   Sustainable Maryland Certified municipality - highest scoring of first four certified communities
•   Green purchasing policy
•   Green infrastructure master plan to plant trees and gardens that reduce runoff and flooding from city roads, etc
•   Buchanan St green street grant
•   Arundel Road green street as part of county levee project
•   Pervious pavement at city hall parking lot and adjoining alley, to reduce runoff and flooding
•   Capital Improvement Plan to begin addressing infrastructure needs including roads, bicycles, and green infrastructure for flooding

Revitalization of our Town Center
•   Promoting a vision of livable, walkable, sustainable Mount Rainier that is safe and productive for all our citizens
•   MUTC Committee has used our new town plan to improve the signage and facades of our businesses
•   Promotion of Arts Lives Here and mural projects throughout the city
•   Better Block Project - demonstrating the potential of our commercial district
•   Increased outreach to Mount Rainier Business Association and new businesses
•   Engaged Rhode Island Ave NE Main Street to build cross border partnership
•   3300 Rhode Island Redevelopment - "The Singer Building" - RFP awarded
•   Perry Street Townhouses - breaking ground in 2015
•   3200 Rhode Island Redevelopment
•   Hiring an Economic Development Director

I'm confident that the new council and staff will keep up the momentum.

Updated Street Sense Proposal for 3200 Block Rhode Island Ave Redevelopment

On Thursday, November 8, 2012, the Mount Rainier City Council voted to award the contract for redevelopment of the 3200 block of Rhode Island Avenue to Street Sense and the Neighborhood Development Company. This is a $55 million project featuring 210 Apartments, 18,255 square feet retail, and 250 total parking spaces. Project timeline: land closing 2Q 2013, project delivery 4Q 2014, project stabilization 4Q 2015. See below for the updated visuals for the proposal, but first some additional info from Thursday's meeting that is not reflected in the graphics.

Guy Silverman of Street Sense stated that:
  • Based on feedback from residents and council, they plan on at least LEED Gold for this project and are considering Platinum
  • With about 18,000 square feet of retail, we can expect small stores and there probably will not be an anchor tenant
  • During the design phase they will be sensitive to the needs of Perry Street residents who back up to the 3200 block redevelopment. These concerns were so strong that they are actually incorporated into the Mixed Use Town Center Plan update that was issued in 2010. (The design below reflects a great deal of massing at the rear of the property, creating the potential for looming over and/or shading homes.)
  • They will consider expanding the parking garage to add capacity that serves the entire town center area (which some consider underparked because the existing commercial stock dates from streetcar days.)

September 8 Cleanup & Celebration Along Rhode Island Ave


Come out Saturday, September 8 and show Rhode Island Ave some love! Mount Rainier is working across Eastern Ave with DC's Friends of Rhode Island Ave (FoRIA) to clean up our mutual main street. At 10am Mount Rainier volunteers will meet at Bunker Hill Fire Station, and FoRIA volunteers will meet at South Dakota Ave, to commence picking up litter along Rhode Island before coming together at the corner of Eastern Ave and Rhode Island Ave at noon for a cross-border celebration!

The celebration will be in conjunction with the Mount Rainier Farmer's Market (in front of the Citizen Paint Project at the corner of Eastern and Rhode Island Aves) and will include food trucks, live music, and socializing with our neighbors from across the way. Thanks to the Mount Rainier Youth and Recreation Committee for providing activities for children! Working together we can make the Rhode Island Ave we all want - bike and people safe and filled with vibrant commercial spaces!

Come to the clean up, come to the celebration, or come to both!
10am-noon - clean up along Rhode Island Ave starting at Bunker Hill Fire Station and working toward Eastern Ave
12-2pm - celebration at the corner of Eastern & Rhode Island with food trucks, live music, and friends!

Vote in the Route 1 Ride Bus Wrap Contest!

The Route 1 Ride is the new name for The Bus route 17 which runs from Mount Rainier to IKEA, serving a huge portion of the Route 1 corridor than many of us eat and shop in. They are calling on all corridor residents to vote for the design of the bus "wrap" that will serve to distinguish these special buses and call attention to corridor communities like Mount Rainier:
The Route 1 Ride Collaborative, in an effort to make a bold statement about the Route 1 corridor, solicited artistic designs which would be used to wrap the buses that are used on the corridor.  There were over 38 submissions (from 27 artists) and a jury of 14 reviewed and ranked the amazing array of artistic statements.  Now its your turn!  We need your vote to choose the winner of our three finalists. Voting closes Sunday, September 9th, 2012. You can vote now or read more about the artists and their work.

Funeral Home Mural - Great Press for Better Block Project

Great article about plans to paint a mural on the old funeral home at the corner of Eastern Ave and Rhode Island. This will be a key part of this year's Better Block Project, organized by Joe's Movement Emporium and Gateway CDC to demonstrate the potential of our Rhode Island Avenue corridor.

Route 1 Ride AKA The Bus 17

There's an exciting new initiative to increase connectivity in the Route 1 corridor and get people from parts north down to us in the Gateway Arts District.  Called Route 1 Ride, this is a Prince George's County transit initiative to increase service on The Bus 17 route and hopefully have people trade car trips for bus trips.  Running from Mount Rainier to IKEA for just $1, and free to University of Maryland students, this is a forward thinking initiative to make our county more sustainable, our local economy more healthy, and provide affordable alternative transportation.

There is also a plan to "wrap" the buses in an eye catching design to reflect the route's origin in the Gateway Arts District and highlight the unique charm of living in a Route 1 community.  Call for artists to design the wrap is here.

Welcome Shortcake Bakery!

Just wanted to let everyone know that Shortcake Bakery has opened in the former Rhode Island Red's space on Route 1 at the Northwest Branch trail (4700 Rhode Island Ave, Hyattsville, MD, 20781).

The bakery is run by the friendly (and talented) Cheryl, wife of former Senator David Harrington.  In fact, when I stopped in yesterday Senator Harrington was manning the register and put on a fresh pot of coffee for me.  Service with a smile!

Right now they are in a "soft open" phase and gradually expanding menu offerings and hours.  I can report that the scones, cookies, and Nantucket cranberry cake are excellent.  Today they will start serving the Red's style thin crust pizzas for lunch and bread is coming next week.  I believe the current hours are 6am - 5:30pm on weekdays but that definitely seems to be evolving.

I am very excited that our (greater) neighborhood now has a spot to get coffee and breakfast - perfect for those morning meetings!

Business Member Needed for Town Center Committee

This committee is important to implementation of our new Mixed Use Town Center Plan.  I am a member of the committee - we meet once a month (when there is an application) to consider signage and renovation plans for businesses in the town center.  In this way we can encourage a common "look and feel" to our business frontages, helping to tie together the whole commercial district.

City Seeks Business Member for Town Center Design Review Committee

The City is currently soliciting for one business member for the Town Center Design Review Committee.  The Committee is composed of 2 business members, 2 resident members and 2 municipal members and reviews all new development projects and exterior renovations in the Mixed-Use Town Center Zone.  This Zone extends along Rhode Island Avenue from the City limits into the 3400 block and along 34th Street from the 3700 block into the 4000 blocks and includes part of Bunker Hill.  Each Committee member will be given a copy of the Mount Rainier Town Center Development Plan. This plan contains the design guidelines which the Committee uses to review applications.

Business and/or property owner members
must own either a business or property within the Mixed-Use Town Center Zone or the City.  The City would again be looking for members who have a sense of fairness in reviewing applications and who are interested in the on-going revitalization of the downtown business area.  Committee members should be willing to help encourage appropriate building alterations and signage among business and property owners and to help educate rather than regulate. Applications to be on the Committee are due to City Hall by November 11, 2011.  The final selection of committee members will be made by the Maryland National Capital Park & Planning Commission from the pool of applicants submitted by the City.

3200 block Rhode Island Ave: Street Sense Proposal

At a special meeting of the Mount Rainier City Council on Monday, October 17, 2011, Street Sense presented a concept development plan for the 3200 block of Rhode Island Avenue (the former Bass Liquors and funeral home properties currently owned by the city).

I personally believe that redeveloping this block, which is the front door of Mount Rainier, is absolutely vital to the economic health of our city.  Simply removing the blight would do wonders for first impressions of our great city, but increased tax base and retail spaces that serve our residents are also important project outcomes.

Please keep in mind that the city council has not made any decisions at this point, and, in fact, another developer is due to present a proposal.   Note that Street Sense has indicated its willingness to negotiate many of the details contained in this proposal - a good sign for the true partnership that the city is looking for.  So please take a look at the basic concept and share your thoughts with me.

This is an issue I'll be tracking closely, and I know many of you are as interested as I am.  If you want to receive specific updates on the development process please email me and let me know, but I will do my best to keep this blog up to date as well.

New Mixed Use Town Center Plan published

The new Mount Rainier Mixed Use Town Center Plan has been finalized, printed, and published!  Copies can be seen at the Mount Rainier Library and City Hall.  The report can also be viewed and/or downloaded on the web by clicking here: digital copy of Mount Rainier Mixed Use Town Center Plan

This plan is an important piece of the puzzle for revitalizing our historic commercial district.

Art Openings Saturday, July 16

This Saturday, July 16 the Gateway Arts District will feature two terrific art openings - conveniently scheduled at 4pm and 7pm so you can attend both!  (If you haven't yet been to an art opening in the Gateway Arts District, I highly recommend it as a great way to see the amazing work being done in our community by our neighbors.  I haven't been to an opening yet that was stuffy or snobby, and generally there is free food and drinks!)

First, Mount Rainier residents Krista Schlyer  and Shahin Shikhaliyev are featured in a new group show in Gateway CDC's 39th Street Gallery at the Gateway Arts Center.  Migrations: Perspectives on an elemental impulse features artistic perspectives on the theme Migrations, featuring photographer Krista Schlyer, painter Shahin Shikhaliyev, photographer Sonia Keiner, and digital artist Favianna Rodriguez.  Krista's contribution builds on the amazing work she started as the leader of ILCP's Borderlands project.  Gateway CDC showed some of the stunning Borderlands imagery at the EZ Storage studios during their first annual Art of Dessert fundraiser.  [Huffington Post story on the Borderlands project]

Council Meeting - May 3, 2011

City Council Meeting

Michael Gumpert of Gateway CDC appeared to address questions regarding the $5000 public art grant the city and Gateway are collaborating on.  City will write Mount Rainier a check for upfront cost of the project, to be reimbursed per the terms of the grant.  Funds will be used for the painting of the 34th and Bunker Hill intersection for Mount Rainier Day (5/21/2011), a project spearheaded by Mike Turner and a committee of volunteers.

, appeared to read the results of the May 2, 2011 election.

Jimmy Tarlau (4 year term) - 96 votes
Bill Updike (2 year term - special election) - 91 votes

Ward 2
Adrienne Charles - 46 votes
Brent Bolin (4 year term) - 112 votes

The Council passed a motion accepting these results.
