Not standing for re-election

Citizens of Ward 2, and all of the city,

Today I am announcing that I do not intend to run for re-election in the May 2015 city council election. As you know, city council is a part-time position and the majority of us have other careers. I just accepted a new position as regional director at a national non-profit, so the timing is right to put my focus into that.

Serving the citizens of Mount Rainier has been my privilege, and for that reason it is hard to step back. But I will continue to be an advocate for this city and its citizens. At this time of transition, we need to focus on the things that make Mount Rainier great - our diversity, our working class roots, our sense of community, and our shared vision of the future. We can and should look for new development that improves our tax base and brings in much needed retail and services, but we must not do so at the expense of this community's soul. I hope you will join me in being vocal about preserving our community's personality as well as it's character, because I know that together we can build an inclusive, more financially stable Mount Rainier. After four years I can tell you that the council doesn't hear from the community nearly enough.

I want to thank all of the people that do give their time, energy, and love to Mount Rainier, and in particular those who volunteer on city committees. You are not recognized enough for the work you do on behalf of this city. Thank you to the members of the Mixed Use Town Center Committee and the Green Team that I have been fortunate enough to work with over the last 4 years.

I am very proud of everything we have accomplished in the last 4 years:

Public safety improvements including pedestrian and bicycle improvements
•   Increased police enforcement at Route 1 bus stop aka "The Circle"
•   Permanent barricade blocking high speed cut through traffic at Perry and 31st Streets
•   Improved pedestrian facility on Eastern Ave at Bunker Hill Road through outreach to Council of DC
•   Bike infrastructure master plan
•   Installation of new bike racks throughout the downtown area
•   Work with ATHA to improve bike infrastructure throughout the Route 1 corridor and promote bike tourism for our businesses

Sustainability initiatives to save the city money and go green
•   Sustainable Maryland Certified municipality - highest scoring of first four certified communities
•   Green purchasing policy
•   Green infrastructure master plan to plant trees and gardens that reduce runoff and flooding from city roads, etc
•   Buchanan St green street grant
•   Arundel Road green street as part of county levee project
•   Pervious pavement at city hall parking lot and adjoining alley, to reduce runoff and flooding
•   Capital Improvement Plan to begin addressing infrastructure needs including roads, bicycles, and green infrastructure for flooding

Revitalization of our Town Center
•   Promoting a vision of livable, walkable, sustainable Mount Rainier that is safe and productive for all our citizens
•   MUTC Committee has used our new town plan to improve the signage and facades of our businesses
•   Promotion of Arts Lives Here and mural projects throughout the city
•   Better Block Project - demonstrating the potential of our commercial district
•   Increased outreach to Mount Rainier Business Association and new businesses
•   Engaged Rhode Island Ave NE Main Street to build cross border partnership
•   3300 Rhode Island Redevelopment - "The Singer Building" - RFP awarded
•   Perry Street Townhouses - breaking ground in 2015
•   3200 Rhode Island Redevelopment
•   Hiring an Economic Development Director

I'm confident that the new council and staff will keep up the momentum.

Thank you for the confidence you demonstrated in me four years ago, and thank you for all the kind words and support you have offered during my term.

See you around town,
Brent

Barricade at 31st and Perry Streets

In July the Neighborhood Design Center presented a concept plan for making the barricade at 31st and Perry permanent. (At the time of installation, the council promised to make the barricade permanent if it worked as intended - now we are trying to follow through.) The barricade has reduced cut through traffic to basically zero, which is terrific given all the kids who have come to Perry Street in the last few years. It has also significantly reduced MRPD service calls for suspicious activity, and we think a permanent barricade that can't be moved will reduce shady activity even further.
Schematic of proposed improvements to public space around 31st and Perry Streets
The city hopes to accomplish multiple goals with this plan: 1) replace the ugly barricade with something permanent and more attractive, 2) address stormwater runoff resulting from the grade of the intersection and inadequate drainage, and 3) beautify the corner area and the triangular "park" so it's more than just an weed choked empty lot. We currently have money that can only be used for public safety purposes and hope to use that plus grant funding to support this project.

National Night Out - Tuesday August 7

It's America's Night Out Against Crime!

The "29th Annual National Night Out" (NNO), a unique crime/drug prevention event sponsored by the National Association of Town Watch (NATW), has been scheduled for Tuesday, August 7, 2012, 6-8pm at 3700 block of Otis Street and Wells Avenue. We cordially invite you and your community to be a part of our NIGHT OUT 2012 team.

Last year's National Night Out campaign involved citizens, law enforcement agencies, civic groups, businesses, neighborhood organizations and local officials from over 15,000 communities from all 50 states, U.S. territories, Canadian cities and military bases worldwide. In all, over 37 million people participated in National Night Out 2012.

NATIONAL NIGHT OUT is designed to:
  • Heighten crime and drug prevention awareness;
  • Generate support for, and participation in, local anticrime programs;
  • Strengthen neighborhood spirit and police-community partnerships; and
  • Send a message to criminals letting them know that neighborhoods are organized and fighting back.

Free Drug Take Back Program

This program is a great way to keep unwanted prescription drugs away from children and other potentially vulnerable persons.  It is also unsafe to flush medicines down your toilet because wastewater treatment plants are not designed to remove such chemicals, so pharmaceuticals end up in places like the Anacostia River and ultimately in our drinking water supplies.  I applaud MRPD for leading an effort that is good for our citizens and good for our environment!

City of Mount Rainier and the Mount Rainier Police Department Taking Back Unwanted Drugs
October 29th, 2011 at the Mount Rainier Police Department and Rainier Manor Retirement Center.

Mount Rainier, Maryland – On October 29 from 10 a.m. to 2 p.m. the Mount Rainier Police Department and the Drug Enforcement Administration (DEA) will give the public another opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs.  Bring your medications for disposal to the Mount Rainier Police Department located at 3249 Rhode Island Avenue and Rainier Manor Retirement Center at 3001 Queen’s Chapel Road.  The service is free and anonymous, no questions asked.

This initiative addresses a vital public safety and public health issue.  Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs.  Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

Four days after last fall’s event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them.  The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances.  DEA has begun drafting regulations to implement the Act.

Neighborhood Watch Walk

Since February, Mount Rainier's neighborhood watch program has really been revitalized.  Rick Ruggles and John Campanile hosted an organizing meeting February 27 and have been serving as coordinators of the growing effort.  The initial meeting was attended by over two dozen people from all over town, many of whom expressed interest in organizing their own blocks as part of the greater effort.
Thanks to MRPD for "walking" with us!

Candidate Statement

Mount Rainier residents are lucky to live in a place with such a great sense of community, where most of us not only know our neighbors but are actually friends with them.  Over the years we have lived here we’ve been welcomed by long-time residents, and we in turn have welcomed the young families that are moving in.  The city’s civic spirit caught me early on and I’ve been involved with things like the Mixed Use Town Center Plan, the Environmental Protection Board, and helping the city with grant applications.  With your support I would like to continue that engagement by serving in the Ward 2 council seat that is opening up due to Bryan Knedler's retirement.

I work at the Bladensburg-based non-profit Anacostia Watershed Society where, as Director of Advocacy, I work with local, county, and state elected officials to clean up the Anacostia River and its tributaries.  A big part of my job is advocating for high quality redevelopment in Prince George’s County communities, like Mt. Rainier, that were built out years ago and are struggling to find the right kind of reinvestment.  I believe in a triple bottom line approach - people, planet, profit - because in these tough economic times we must use our precious resources, whether tax dollars or clean water, more wisely.  I bring a background in public administration, law, and city management that I believe will be an asset to the council.  I am engaged in the future of the county through my membership in Leadership Prince George’s.

Over the last several years the city has accomplished great things.  With a new town center plan and city ownership of key properties, the time is right to complete the revitalization of our main street.  The economic health of our city - implementing the town center plan and retaining and attracting businesses - is my top priority.  I will also work to increase public safety in the town, cleaning up the town center so our businesses can thrive and making our homes safer through partnerships between police and neighborhood watch.  Finally I will focus on “green” initiatives such as the Mayor’s work with Sustainable Maryland and Councilmember Thompson’s vision of a comprehensive plan for our infrastructure budget.
